Andy Keels is a Deputy Project Manager – Program Controls at HNTB and serves as the Program Controls Manager on the Illinois Tollway’s $15B Move Illinois program as a part of the PMO. Andy has over 16 years of experience in project controls with an emphasis on managing cost and schedule on large and complex projects.

Luis Arias is a Construction Scheduling Manager at HNTB, with more than 25 years of experience in Civil Engineering with strong experience in the Construction and Design Management area. He has worked in delivering multidisciplinary EPC projects through their phases of engineering, procurement, construction, completion and start up. He has experience providing detailed analysis and reporting on project or program status within an established system of project controls, and, with scheduling best practices, including Work Breakdown Structure (WBS) development, schedule logic and dependencies, change control and Earned Value Management Systems (EVMS). Proficiency in tools and applications commonly employed in project management activities (Primavera P-6) is part of his expertise. Luis has demonstrated ability to make decisions, teaming skills, including the ability to work effectively with joint venture organizations, project stakeholders, customers, and suppliers.

John Stevens is a Senior Construction Manager at HNTB and serves as the Program Construction Manager on the Illinois Tollway’s $15B Move Illinois program as a part of the PMO. John has over 30 years of experience in construction management including serving as a resident engineer, project manager, and department construction manager, with an emphasis on heavy-highway roadway and bridge construction.
